use hesai_pandar for lidar driver #282

Changed LiDAR driver to hesai_pandar.
Params are equivalent to beta/v3.0.0, with modified values for front_upper and rear_upper.

After this PR merge, you need to update the hash(updated beta/v0.29.0) of aip_planner in Pilot-Auto.x2 PR and merge.
