Record interop results at here
Update to draft-13 (TLS 1.3-28). Idea here is just to demonstrate the previous functionality with -13.
- QUIC TLS Record (Stream 0 DT changes)
- PN Encryption (from -12) but fixed in -13
- Include #1498 for a fix to the location of the token fields
- APPLICATION_CLOSE does not contain the frame type (see #1528)
Additional -13 features
- ACK_ECN
- Symmetric stateless reset
