This replaces the `pikelet-syntax` and `pikelet-elaborate` crates with the `pikelet-concrete` and `pikelet-core` crates. This will make it easier to begin rebuilding on a foundation based on https://github.com/brendanzab/rust-nbe-for-mltt

This shifts around the crate hierarchy in preparation for implementing normalization-by-evaluation in the style of brendanzab/rust-nbe-for-mltt. This is part of the effort to remove Moniker (see #62 and #181).
As part of this change,
pikelet-syntaxandpikelet-elaboratewill be replaced bypikelet-concreteandpikelet-core. This leaves everything in a half-changed state, but I feel like this will make it easier to review the switch to normalization-by-evaluation once I actually do it!
