Add a compilation test configuration file for continuous integration, similar to Travis-CI (file .travis.yaml in project root directory), but running as a github action instead.

Add a compilation test configuration file for continuous integration,
similar to Travis-CI (file .travis.yaml in project root directory), but
running as a github action instead. This action in turns triggers an
action to check the coding style.
