OpenEmbedded/Yocto BSP layer for cmake 3.10 on rocko

This layer contains the cmake recipe and cmake.bbclass from
the sumo tag sumo-19.0.2.

To use this layer add it _above_ the meta layer in bblayers.conf to be able to
overwrite the cmake.bbclass. For explanation see:
