Pull Request Template for Kubeflow manifests Issues

✏️ A brief description of the changes

I added documentation for User Management Scripts that i created for kubeflow local user creation. I have pushed it to the main README.md file. This new section provides information about advanced user management features for Kubeflow, including automated profile creation and deletion, Dex configuration management, local user registry, and customizable resource quotas. The documentation includes installation instructions and basic usage guidelines for these scripts.

This PR does not introduce any new dependencies. It only adds documentation to the existing README.md file.

Hello, we will not link to the scripts in your private repository. We will also not add stuff that is a large maintenance burden. You should instead use a proper oidc provider with DEX as mentioned before.

@juliusvonkohout This is an optional add-on or plugin designed for users deploying Kubeflow on-premise within an organization. We are also utilizing it within our own organization. It facilitates the local creation of user accounts for team members in such environments.

While your reasoning is valid, I have decided to maintain it as a separate repository to keep things organized.
