We were blocked on connecting self hosted with cloud for 3 months because we couldn't find this information anywhere.

What this PR does
It explains how to connect to the cloud if you are outside of the US -- I couldn't find this information anywhere and I was stuck for several months until the user who opened #5214 solved their own problem.
