Pseudo TLS

Hello, everyone.

I'm interested on porting the the idea from Cloak to gost. now i'm create this PR to see if there is a chance to merge it.

Notice this is a PoC, bug i'm planing to improve it, including:

1. generating ephemeral key for every connection
2. configurable encryption algorithm.
3. write some tests
4. (maybe) do some research about TLS, to see if we can make it more like normal TLS connection

Let me known what's your thought.
