GEOS-Chem submod update: Merge PR #2372 (Disable MEGAN in non-bmk sims)

This commit informs the GCHP superproject about the following
commits that were pushed to the GitHub geoschem/geos-chem repository:

03287a67a Merge PR #2372 (Turn off MEGAN extension for non-benchmark sims)

This PR disables the MEGAN extension for all fullchem sims except
benchmark. (Excluding GCAP2 simulations.)
