Note: it also fixes #8 with the comment in the template (the purpose of a repository has to be defined before the creation of a new repository ... it isn't possible to anticipate all cases:

Alternative if the repository will be used for a working group - in this case further points, e.g. the scope, of this template need to be adapted: "Repository for xxx of the $Working Group$ Working Group"

@MarkusKuemmerle Good catch. Releases are for repositories, that is the main driver to go away from Sub Project towards API repositories: API repositories of a Sub Project can be released independent of each other, they have also their own release tracking page within the wiki underneath the Sub Project home page.

I changed "Sub Project" to "repository" under "Release information".
