Problem description

With camaraproject/Governance#146 and the respective changes within ProjectStructureAndRoles, new repositories are no longer represent a Sub Project, but in most cases a specific Service API which is develop and maintained in context of a Sub Project.

Expected action

Change the README.md content of the template accordingly.

Additional context

Repository name already changed to "Template_API_Repository"
