This avoids ValueError when parsing Java files without package declaration.

test:

from javasphinx.apidoc import main as parse
parse(['', '-v', '-o', 'test_apidoc', 'test_project/src/test/java'])

from os import listdir
listdir('./test_apidoc')
> ['default package', 'packages.rst']
