As it sees all these "Leased" jobs as active, so just keep scheduling more - In the case we are slowing submission due to etcd going over its limit. Increment the Airflow Armada operator to version 0.5.4, now that commit ba8a8f7 (Always set credentials from args in channel constructor, so the Deferrable Operator can use auth) has been merged.
