Updates a bunch of rust dependencies, removing 6 security vulnerabilities (cargo audit)

Some lingering TODO's:

• rewrite qsync to use the most recent syn version
• update the storage plugin to use the more recent AWS crates
• update the docs site to use the more recent docusaurus versions

@Wulf, unless you have any objections, I'll probably merge this tomorrow morning or afternoon (8-12 hrs from now) if all CI passes. If there are any conflicts between this and #197 I want to resolve them there.
