Fix bugs for df lighting and tstat measures

Pull request overview

• Fixes failures in recent test 10k run due to introduced bug when cleaning demand flexibility measures

1. add a thermalZone.is_initialized check for applicable thermostats which is accidentally removed before
2. fix the rebound control which was accidentally disabled (which won't cause failure but will lead to massive negative peak reduction)
3. remove redundant inputs in the options_lookup
