Normal sun-synchronous orbits aren't somehow broken if they aren't perfectly circular? (at least, I can't find any info that says otherwise) Regardless, this minimum eccentricity sets a fairly tight window when launching early satellites to orbit, as they need to not only be below .04 but also above .02 eccentricity.
