If linking to libiberty and friends, also link to libzstd, required by SUSE Linux. Since LIBS is only used by the bbs Makefile, also move all of the increasingly complicated LIBS logic to the bbs sub Makefile, for efficiency and to reduce clutter in the main Makefile.
