I am trying to use the NASAP-CHIRPS code to develop a set of NASAP-CHIRPS weather data to correspond to all the WTH files in the distro. This process depends on there being accurate lat long information in each WTH file. These edits make changes to improve gross errors in lat long specification. The majority of the errors are related to using the wrong sign (+/-) on longitude information in the WTH files.
