man 5 NetworkManager.conf has a CONNECTIVITY_SECTION.
NetworkManager can probe a URL after bringing up a connection.
Common distros have this configured.

NetworkManager makes the information available via dbus.
The information can then used by, for instance, gnome-shell-portal-helper or KDE Captive Portal.

Other solutions exist like https://github.com/elementary/capnet-assist.
