Terminals are very hard to check for their functionality.
There's no clear standard to check for it, and instead you need to go off by making educated guesses, either based on the version of the terminal, operating system someone is using or by checking environment variables, which values vary by terminal and not always correspond to actual terminal support. And as new terminals are made or others get updated, you need to make more educated guesses etc, which makes it basically impossible to keep in a one clear specification.
I don't think this should be part of a spec, and instead a package or module in userland.
Some terminals support printing interactive hyperlinks and some don't. It could be useful to expose this ability?
