wpeditor - no Visual or Text switch buttons

I've using vaf to build a plugin and created a Metabox Group with a repeating group, this repeating group include a text field and a wpeditor field, however the editor is missing the Visual or Text switch buttons.

To check whether it was an issue with my own code I then downloaded and activated the theme boilerplate and it's the same.

Is this the normal behaviour or have I missed something?

Also when you d/l the theme boilerplate from the repo it doesn't contain the actual framework, I had to add that manually.

This seems related to #70 can we get an update on this issue? I think it's because the WP team updated TinyMCE to the 4.x version.
