Adding commit linter to help improve contributing

I'm looking the commit history to get a baseline for contribute with a pt-BR documentation translate and I'd checked some types of writing saved on commit log.

Maybe a linter resource that execute a pre-commit hook help improve this formatting.

I have the git-commit-msg-linter package to suggest, it's very simple to configure and use.
