[Bug] Chinese info logs always appears

What happens?

umi max command line tool would display random Chinese words.
Example:

info - [你知道吗？] 如果想检测未使用的文件和导出，可尝试新出的 deadCode 配置项，详见 https://umijs.org/docs/api/config#deadcode

This is unexpected for a world-famous open-source framework.

Just run npm run start or any other command that would call umi max cli.

How To Reproduce

Steps to reproduce the behavior:

1. Just run npm run start or any other command that would call umi max cli.

Expected behavior

1. No Chinese is displayed for English OS environment.
2. Or at least give us an environment variable to disable these Chinese info logs.

• Node Version: v22.11.0
• Platform: Windows 11
