Allow disabling background throttling/suspension on macOS #1246

WKPreferences can be passed a inactiveSchedulingPolicy (see: Apple docs)

This would fix tauri-apps/tauri#5250 on macOS. Currently, the default policy is suspend which may affect various tasks when backgrounded.
