Add persistent color accent

Add the ability for devs to set accent colors that will be applied to some components and persist it regardless of the selected color scheme on the WordPress admin dashboard. A good example in this case, is Jetpack and WooCommerce where components on their settings page like the button, switches, remain in their brand colors.
