Bug Report

Core sends redundant UI.SetGlobalProperties request to HMI during AddCommand request

Occurrences: ~0.1%

Reproduction Steps

App registered and activated (HMI level FULL)
App adds Command1, Command2, Command3 commands with vrCommands
Perform disconnect and reconnect
Mobile application sets SetGlobalProperties with custom vrHelp
Mobile application adds Command4

Expected Behavior

SDL does not send UI.SetGlobalProperties with updated value for helpPrompt after added command

Observed Behavior

SDL sends UI.SetGlobalProperties with updated value for helpPrompt after added command

OS & Version Information

OS/Version: Ubuntu 18.04
SDL Core Version: https://github.com/smartdevicelink/sdl_core/tree/develop (65947fd), release_8.0
