New version 1.23 with voice over AX.25 and APRS tracking support

New 1.23 version is released with next new features:

• Support for foreground service, so application will be always running connected to the modem receiving (or sending APRS) until user will explicitly exit even if screen is off or if Android closed the user interface, icon will be shown on the Android status bar
• Voice over AX.25 (configurable from settings), Codec2 speech frames will be encapsulated into AX.25 UI frames with PID=0xf1 (APRS have PID 0xf0), first byte is a Codec2 mode rest are audio frames
• APRS tracking support (manual, periodic, smart beaconing) with corresponding settings, supported position formats are uncompressed, compressed and Mic-E
• APRS raw log for incoming and outgoing APRS traffic with ability to clean it
• When APRS is enabled app will indicate transmission station callsign
• APRS and voice over AX.25 can be used interchangeably at the same time, so APRS tracking could be enabled and can send/receive voice at the same time
