robo cylinder dependency breaks the build in noetic #161

Basically the same as #144, but for the noetic branch. The fix is the same, using wstool and .rosinstall seems to work well.

If it is fixed in #162, shall we close this one ? I had the same problem, fixed with the third party in noetic.
