A new button is required to progress an RToken state from DISABLED to SOUND when all collateral is healthy using BasketHandler.refreshBasket()

Background from Taylor:

The FRIC7 basket is currently DISABLED. None of the collateral are unSOUND, but the basket requires a refreshBasket() call in order to set the new reference basket from the current prime basket. This is fine, but it’s not indicated in the UI anywhere.
