Feature Request(docs): document how everybody can leverage Artifact HUB policy metadata

Is your feature request related to a problem?

Currently, the wizard that guides users through the steps of deploying a policy consumes metadata from Artifact HUB.
This metadata is used to automatically generate the settings UI.

We should document how a 3rd party developer can publish a policy that nicely integrates into the UI, like all the official policies we have.

Solution you'd like

Expand the documentation to include a new section that covers the following topics:

• What kind of metadata does the UI pull from Artifact HUB
• What is the format of the questions.yml file
