endpoint that gives information about config issues

e.g. for SMACC it happened that the ebics subscriber is not enrolled for HAC in this case, order reconcilliation is not working.

i'm proposing and endpoint that spits out information about the subscriber capabilities for easier debugging, we must store this info when activating the user and then post events about this issue
