Disable Issues on GH if Users Should Report them to Drupal.org #139

According to the README:

Bug reports, feature requests, and feedback should be posted in the drupal.org issue queue. For code changes, please submit pull requests against the GitHub repository rather than posting patches to drupal.org.

But... it looks like users are filing issues both here on GH as well as in the Drupal.org issue queue. The Drupal.org project should clearly indicate which is preferred; if the README is correct, then the "Issues" tab here on GH should really just be disable so that users are encouraged to report them on Drupal.org.

And the project page still says to report issues to the GH issue queue. Digging for a solution to a problem we are having I am having to look in all the places!
