I'm not a webcam, but i can run IPWebcam in android. How run this program with IPWebcam?

If you are using IPWebCam then simply connect both the computer and mobile with same network (either through mobile's hotspot or connect them to same wifi) and paste the IPv4 address + '/Video' to Camera object as shown below.
cam = cv2.VideoCapture().
