In Apiman 3, we've introduced a new type of implicit read permission system called 'discoverability'.
The idea is similar to GitHub's public repositories, where you are able to expose an API Plan (Api Version + Plan Version) outside of your organisation on a read-only basis.
This means that you don't need to rely on Apiman's explicit permissions system by adding users to your organization for them to see what you are offering.
