The "European Commission corporate footer" and "European Union corporate footer" blocks are not available in a custom subtheme of OpenEuropa Theme.
Instead still available the old blocks ("EC Footer block" and "EU Footer block") from the 2.x version.

Hello @kimlop, block are provided by the module, the theme only applies styles.
If the issue still applies can you provide more info info, please? if not you can close the issue, thanks.
