1. Use an IRS activity template from the Dynamic IRS plans

@moshthepitt the thinking here is such that when creating a dynamic FI plan, similar to how we have blood screening activities, we should add an IRS activity that a user can select and include as part of a dynamic FI-plan.

@moshthepitt the request is here is to add IRS activity to FI plan. The IRS activity can be same as what is in IRS dynamic plans.

@samkanga please the color codes for IRS tasks in a FI plan. Also how these are treated on android where there maybe other tasks
