VLC is probably not great with B-frames when seeking. Try disabling them.

it isn't just in vlc I have tried in pot player and build in media player on Windows 11 and they both show the same symptoms as vlc.
I may have narrowed the cause of this problem. the b frames. had a recording today with 2 b frames and it did this. and when turned of it was fine.
