add stage event

As user I want to add stages for to a applications, so that I can isolate different environments from one another.

acceptance criteria:

• Adding a stage, adds a stage in the correct repository, inside correct application and/or stage (stages are recursive)
• The changes are pushed to the repository
• On the updated repository kustomize builds a working deployment
