Add content and anchors for help page sections linked to in some situations from main site #51

  • help/unhappy - the template that tells people what to do if they're not happy with the way their request has been handled - English version at https://www.whatdotheyknow.com/help/unhappy (linked to from 1, 2, 3 - #other_means and #internal_reviews anchor and content don't yet exist).
  • help/credits#helpus - a section in the 'credits' template that tells people how to help out the site - e.g. https://www.whatdotheyknow.com/help/credits#helpus (linked to from 4)
  • help/requesting#quickly_response - a section in the template on how to make a request that explains how long people should expect to wait for a response, e.g. https://www.whatdotheyknow.com/help/requesting#quickly_response (linked to from 5 6)
  • help/requesting#missing_body - a section in the same template telling people how to ask the site to add a new public body e.g. https://www.whatdotheyknow.com/help/requesting#missing_body (linked to from 7)
  • help/about#whybother_them - a section in the help/about template that just says that public bodies have to reply by law e.g. https://www.whatdotheyknow.com/help/about#whybother_them (linked to from 8)
  • why_they_should_reply_by_email - a brief explanation to the user of why authorities should reply to requests by email, telling the user to tell this to an authority that has asked for their physical address - eg. the UK version says: "The law, the Ministry of Justice and the Information Commissioner all say that an email is sufficient (more details). At the bottom of this page, write a reply to the authority explaining this to them." (included in 9)
  • help/privacy#full_address - (the explanation linked to in '(more details)' in the section above) a section in the privacy help page telling users that an email address should be sufficient to get a response - e.g. https://www.whatdotheyknow.com/help/privacy#full_address
  • help/privacy#postal_answer - a section in the template about privacy telling people what to do if an authority wants to send a paper response to their physical address e.g. https://www.whatdotheyknow.com/help/privacy#postal_answer (linked to from 10)

The sections on Quick responding, why bother, email response, full address & postal answers are already on the staging site. The rest have been requested.

help/requesting#quickly_response should link to the part with the heading "Plazos para la entrega de la Información"

help/about#whybother_them should link to the part with the heading "¿Para qué sirve la Información Pública?"

help/privacy#full_address should link to the part with the heading "Una institución me ha pedido mi número de teléfono y mi dirección!!! #"

help/privacy#postal_answer should link to the part with the heading "No, necesitan una dirección postal para enviarme su respuesta!#"

why_they_should_reply_by_email is not entirely covered because I think there's nothing saying they have to reply via email.

I think the Credits#helpus section isn't going to be included.

The problem is that this link is rendered when completing a certain action:

flash[:notice] = _('<p>All done! Thank you very much for your help.</p><p>There are <a href="{{helpus_url}}">more things you can do</a> to help {{site_name}}.</p>',

So when a user sees that message, they will click the link and it will go to /help/credits#helpus, which says nothing about extra help.

Ah, I meant to comment about this. The problem with this is that "¿Para qué sirve la Información Pública?" is at help/requesting. Just thought that we might be able to add a custom redirect for the theme – I'll investigate. Can't use a routing redirect here.

The responding via email bit won't be included.

That's fine, we can just use an empty template here.
