Tagger group description should behave like other TVs #137

I have set a Tagger group description and it is only visible when hovering over the item. It should be visible to the right of label as TVs are. (I am using the 'Place' of 'Above content'.)

Additionally, it's difficult to add a description with CSS since there are no predictable identifiers in the Tagger elements.
