"Import Articles" ignores "Articles URL Format"

if you change the "Articles URL Format:" configuration prior to import, the "Import Articles" feature ignores the config setting and imports with a standard /YYYY/MM/DD URL

The config change regarding permalink thus only relates to new articles, but doesn’t apply to new imports.
