Finish work before shutdown

We have a Docker Swarm hosting a number of DevOps Pipeline Agents (Windows host for certain Windows-centric builds). This, on its own, works fine.

However I'm having an issue when it comes to upgrading the docker image for our agents. Making any change to the service causes docker to perform a rolling update, and if any agent is busy with any work - well, that work will get cancelled immediately.

Is there any way to have the agent, if it receives a system shutdown signal, keep going until it finishes its work?
