Use Version Catalogs and lib.versions.toml to Manage Gradle dependencies

Currently the generated code, micronautVersion = xxx is a property in the gradle.properties.

The problem when running it with Github dependabot, the versions can not be scanned and updated. But it works well with the new Gradle gradlew/lib.versions.toml.
