优先整理翻译coreutils。
其次整理翻译manpages-zh中已经翻译整理过的手册页。coreutils是个例外，其中的命令尤其多。其它的手册页以软件包为单位则相对较少。以后可以以主题为单位分成若干个差不多大小的repo。主题如网络、进程等等。
manpages-dev这种大坑就不要去挖了。

总之，不要计划过高，却没有行动力。尽量以整理、维护为主。
