How to build image locally

I'm trying to build locally to test some PR's, but can't seem to get it to work, from a working dockerhub based compose, I have changed the following:

#image: louislam/dockge:1.1.0
build:
  context: ../../repos/dockge
  dockerfile: docker/Dockerfile

And when I deploy I get the following in the logs:

Nevermind, I hadn't set NODE_ENV=development
