Replace summary page for elections where there is only one areas vote

In an election with only one areas vote, the summary page isn't giving an extra info. It's an extra step for users to get to the info they need and is actually a little confusing

Clicking on 'summary' should show the areas vote info only

We need to consider how to handle the edit link for wards on the summary page

This would be major change to the structure but I can see the point. I think we need to consider it carefully rather than rushing a decision.
