Newcastle needs to upload multiple documents per election and give them easy to follow titles

Let's check the details with @Mjeffbrown, but think they need to show on a results page like https://new.newcastle.gov.uk/election/uk-parliamentary-general-election-4-july-2024/cramlington-killingworth

Currently the system allows for upload of a single document, which creates an extra page attached to an election area results:

However, for any given election or constituency we may have:

  • a notice of vacancy
  • notice of poll
  • statement of persons nominated
  • notice of polling stations
  • notice of election agents
  • signed declaration of results
  • election expenses data

For the July 4 election we had to host all of those on our main general election page, but it would be good to incorporate them into the Election system, so they are all held together in one place (and make the main page simpler)

Also, some councils combine some of those documents (for example statement of persons nominated, notice of poll and notice of polling stations) so rather than set titles, it may benefit from allowing users to add custom headings.
