Implement arbitrary::Arbitrary and measure algorithms against a bigdecimal implementation.

I think there's some utility here, but I'd want to see this happen as part of a concrete project (like fuzzing) that would make use of it; I'm less interested in seeing this happen as an exercise that doesn't end up being used. :)
