Should images already be in the registry? Apparently https://k8s.gcr.io/v2/sig-storage/nfsplugin/manifests/v4.0.0 exists but https://k8s.gcr.io/v2/sig-storage/nfsplugin/manifests/v4.1.0 doesn't.
