It is not necessary in development. When one wants to test TermIt with text analysis, they should configure the real URL of the service.

When developing TermIt locally, I do not want to have to configure the mail server and run Annotace with TermIt. Currently, TermIt will not start without a mail server configured. When running without annotace and editing/creating terms, errors are thrown because Annotace invocations fail when it is not available.
For local development purposes, both of these should be optional.
